It is important to bear in mind that the proposals are presently just that; proposals. The Bill is in draft form and does not become law until Royal assent, which could be July or August 2008. History proves that these bills tend to change before they are finally introduced into the statute books.

But what do we do in the meantime? Firstly, we advise not to panic. As you will read in paragraph 11, there may not be a need to change your existing Will. What is clear under the proposals is that it is now more important than ever to make a Will, since Intestacy could mean the loss of an entitlement to a tax allowance.
